Navio plataforma offshore ultra realista, quatro aves, sem logomarcas, formato 1280x720ANP auction moves the sector and reinforces Brazil's leading role in pre-salt exploration

This Wednesday, October 22, 2025, the Brazilian oil and gas sector is experiencing another decisive moment for its growth strategies and integration into the international energy scenario.

The National Agency of Petroleum, Natural Gas and Biofuels (ANP) held this morning, in Rio de Janeiro, the long-awaited auction of seven exploration blocks located in the pre-salt of the Santos and Campos basins [Agência Brasil, 22/10/2025].

This new round is part of the 3rd Cycle of the Permanent Offer under Production Sharing (OPP), consolidating the policy of revitalizing the national energy sector. The auction had 15 qualified companies, both Brazilian and foreign, interested in competing for areas with high exploration potential.

Participants included giants such as Petrobras, BP Energy, Shell, ExxonMobil, Chevron, Total Energies, Petrogal, Prio, Sinopec and Repsol, as well as Asian companies and those from various other international portfolios.

Which blocks were offered in the auction?
In the public session, the Esmeralda, Ametista, Citrino, Itaimbezinho, Ônix, Larimar and Jaspe blocks were among the highlights, contested by consortia formed from the interest of different players in the sector.

Petrobras reinforced its commitment to local content and exercised its preemptive right to act as operator with 40% of the Jaspe block, signaling the strategic value of maintaining national leadership in large-scale projects.

The production sharing model, adopted for these valuable pre-salt areas, guarantees the Federal Government a considerable share of net oil production, while also increasing royalty collection and boosting investment in states and municipalities through the Pre-Salt Social Fund.

Impacts for industry and the Brazilian economy
Holding the auction represents a direct injection of resources into infrastructure, research and development, driving the entire Brazilian oil and gas production chain: industrial suppliers, offshore support companies, technical consultancies, equipment manufacturers, construction companies and offshore service providers.

In addition, the advance of activities in the pre-salt reinforces the country's energy security policy and anticipates the need for more specialists, engineers, technicians and qualified professionals to work in environments of high operational complexity.

Investment in new areas keeps Brazil competitive on the world stage and fosters conditions for technological partnerships, knowledge transfer and increased local content.

How are the market and society reacting to the pre-salt auction?
The event was seen by investors as a positive response to regulatory stability and the Brazilian business environment.

The confirmed participation of large multinationals attests to the country's attractiveness even in an international scenario of fluctuating barrel prices and shifting global energy paradigms.

On the other hand, environmentalists and civil society organizations are closely following the projects, warning of the importance of rigorous licensing and of the already known challenges of the pre-salt, such as depth, distance from the coast and the ecological sensitivity of the areas involved.

The ANP and the federal government emphasize that the entire process is guided by high standards of safety and transparency.

Potential for job creation and revenue
With the new areas under exploration, hundreds of direct and indirect jobs are expected to be created, boosting the national supply chain and fostering innovation in related sectors such as logistics, automation, equipment manufacturing and applied research.

Future revenue from the auctioned contracts will have a significant impact on health, education, science and public infrastructure, through the Social Fund and constitutional royalty transfers.

Opportunities for suppliers and investors
Companies operating in the industrial segment will find new opportunities for supply, technical partnerships and specialized services as the blocks auctioned today are activated.

The move strengthens the agenda of innovation, operational sustainability and increased competitiveness of Brazil in the sector.
